What FedRAMP requires and why it takes so long
FedRAMP — the Federal Risk and Authorization Management Program — is the US government's framework for authorizing cloud services that process, store, or transmit federal information. Any cloud service used by a federal agency or federal contractor must either be FedRAMP authorized or go through a specific exception process.
FedRAMP authorization involves a 3PAO (Third Party Assessment Organization) security assessment against NIST SP 800-53 controls, a sponsoring agency review, FedRAMP PMO review, and ATO (Authority to Operate) issuance. The process takes 12 to 18 months for a new authorization. Annual continuous monitoring adds ongoing burden.
The cost of obtaining FedRAMP authorization is $250,000 to $1 million or more in assessment fees, consultant time, remediation, and ongoing monitoring. Very few AI vendors have pursued FedRAMP authorization. Those that have (Microsoft Azure OpenAI, AWS Bedrock) offer limited model access under their FedRAMP-authorized environments, often with capability constraints that do not match commercial API availability.
The practical implication for government mobile apps: adding cloud AI to a government mobile application typically requires either a FedRAMP-authorized cloud service (limited options, constrained capabilities) or a lengthy authorization process for a non-authorized vendor. Both paths add months to delivery.
Why on-device AI bypasses FedRAMP
FedRAMP regulates cloud services. The framework applies to services that process federal information on remote infrastructure.
On-device AI is not a cloud service. It is local computation running on the device's own hardware. The model is software embedded in the app, similar to a calculator or spellchecker. Federal information processed by the on-device model is processed on the device's own chip — the same device that is already within the authorized information system boundary.
Because no federal information is transmitted to a cloud service during on-device AI inference, FedRAMP requirements are not triggered. The AI feature is, from a federal information security perspective, local processing of data that is already authorized to be on that device.
This distinction is not a workaround. It is the correct application of FedRAMP's scope, which is explicitly limited to cloud services. On-device AI is a different architecture that falls outside FedRAMP's scope in the same way that the device's calculator app falls outside FedRAMP's scope.
Contractors should document this analysis — that on-device AI is not a cloud service and does not require FedRAMP authorization — as part of their system security plan. The documentation is straightforward and supports the finding.
Government mobile AI features on-device
Four AI capabilities are ready for government mobile deployment on approved hardware.
Document classification and extraction. On-device document analysis classifies documents by type, extracts key information, and answers queries about document content — all without transmitting documents to external services. Useful for field work involving forms, inspection reports, and technical documentation. Works in air-gapped environments.
Transcription for field documentation. On-device voice transcription converts spoken notes, interviews, and briefings to text on the device. Whisper runs on any device from 2020 onward. No audio data leaves the device. Useful for field assessments, after-action reports, and any documentation workflow where typing is impractical.
Translation for field operations. On-device translation models support real-time text translation between English and major world languages. Translation runs locally with no connection required. Accuracy for common language pairs is within 5% of cloud translation quality. Useful for field personnel working in multilingual environments.
Image analysis for field assessments. Vision models running on-device analyse photos for classification, measurement estimation, and condition assessment. Infrastructure inspectors can photograph equipment and receive on-device analysis without transmitting images to external services. Accuracy for standard infrastructure categories is above 82%.

On-device AI has natural advantages for government data sovereignty requirements. Data stays on the device — which is in the jurisdiction where the user is located, enrolled in the organization's MDM, and subject to the organization's data governance policies.
For CUI (Controlled Unclassified Information), on-device AI processing maintains the data within the authorized information system boundary. The device is already within that boundary by virtue of MDM enrollment and applicable security controls. Adding on-device AI adds local computation, not a new system boundary.
For classified data (Secret, Top Secret), on-device AI on approved devices in approved environments may be feasible for specific use cases, subject to the relevant classification authority's review. On-device AI is a better starting point for this analysis than cloud AI because the data does not leave the device — a fundamental constraint in any classified information environment.
Two scenarios where on-device AI does not resolve sovereignty concerns: if the device itself is operated in an untrusted environment (e.g., contractor-owned device used for personal purposes), device-level sovereignty is not guaranteed regardless of whether AI is on-device or cloud. MDM enrollment and usage policies address this at the device level. On-device AI is not a substitute for proper device management.

Most modern government mobile deployments run on iOS or Android flagships through MDM-managed programs. These devices meet the hardware requirements for the full on-device AI capability set. Rugged devices for field operations have more limited AI capability — transcription works; large model text generation does not.
Security architecture for government on-device AI
Three security architecture requirements apply to on-device AI for government deployments.
FIPS 140-2 encryption. Federal information security standards require FIPS 140-2 validated cryptographic modules for protecting sensitive information. iOS provides FIPS 140-2 validated encryption through the Secure Enclave and Data Protection APIs. Android requires explicit configuration using FIPS-validated cryptographic providers. Wednesday's government mobile implementations configure FIPS-validated encryption for all data at rest, including AI inputs and outputs stored locally.
Remote wipe capability. All government mobile deployments require remote wipe of device data on MDM command. On-device AI implementations must ensure that AI-related data (locally cached context, AI output stored locally) is included in the device wipe scope. Wednesday's implementations store AI context in the app's data protection domain, which is wiped with the app on MDM command.
Audit logging. AI feature interactions should be logged with sufficient detail for security audit purposes. Logs should record that AI processing occurred, the timestamp, and the user context — without logging the specific content of AI queries (which may contain sensitive information). Logs sync to the organization's security information and event management system through the existing mobile data pipeline.
The 9-14 month delivery advantage
The timeline comparison between cloud AI and on-device AI for government mobile deployment is stark.
A government contractor pursuing cloud AI for a mobile app feature faces: FedRAMP authorization for a new vendor (12-18 months) or selection of an existing FedRAMP-authorized vendor with potentially constrained capabilities (still requires ATO inclusion review — 3-6 months), plus implementation and testing. Total timeline to first user: 12-18 months minimum.
A government contractor using on-device AI faces: implementation (2-4 months depending on feature complexity) plus security review for inclusion in the system security plan (1-2 months). Total timeline to first user: 3-6 months.
The 9-14 month advantage comes entirely from eliminating the FedRAMP authorization path. The engineering work is comparable. The compliance overhead is not.
For government mobile deployments where the board or leadership has mandated AI features inside a visible timeline, on-device AI is often the only architecture that can meet that timeline. Cloud AI with full FedRAMP authorization is a Q4 deliverable in the year after the mandate. On-device AI is a Q1 or Q2 deliverable in the year of the mandate.
