Why the standard vendor evaluation fails enterprise buyers

The standard enterprise vendor evaluation is built for procurement, not for predicting delivery. It asks the wrong questions and rewards the wrong answers.

Proposals are optimized for scoring well on a rubric, not for telling you what will happen six months in. Every vendor has a client list. Every vendor has a case study. Every vendor describes their process using the same four or five phrases. The evaluation is designed to differentiate, but the inputs are identical.

The real problem is that you are evaluating on inputs when you need to evaluate on outcomes. You are reading about process when you need data on delivery. A vendor with a polished proposal and a weak track record at scale will score identically to one that has shipped at 20 million users and can prove it. The evaluation does not distinguish them.

References are the obvious fix, but references are curated. A vendor will give you the two or three clients who had the best experience. You will not speak to the client whose engagement ran four months over. You will not hear from the VP Engineering who had to escalate three times to get a straight answer on timeline.

The evaluation framework that actually works focuses on four specific, verifiable signals. Each one requires a direct answer, not a narrative. A vendor that cannot give a direct answer to any of the four has not done it at enterprise scale.

Four things that separate enterprise mobile companies

The four signals are not a comprehensive evaluation rubric. They are the four questions where the answer reveals whether a vendor has actually done this at enterprise scale — or is pitching experience they do not have.

Scale proof. Has the vendor shipped and maintained an app above 500,000 users? Not launched. Maintained — through growth, through incidents, through platform updates, through the months when the team turns over and the delivery rhythm has to hold without the founding engineers. Vendors that have only shipped at smaller scale hit different failure modes when your app grows.

Delivery cadence. How often does the vendor ship working software to a test environment during an active engagement? Weekly is the standard that enterprise delivery requires. Less frequent than that, and feedback cycles lengthen, problems compound, and you find out about timeline risks after they have already cost you two weeks.

Compliance depth. If your app touches payments, patient data, or regulated financial information, compliance is not a phase at the end of development. It is an architectural constraint from day one. Vendors that treat compliance as a discovery project add weeks and budget you did not plan for.

Incident response. When something breaks in production after a release, what is the vendor's process? Who calls whom? What is the target time to identify the issue, communicate it to the client, and ship a fix? Vendors that have not thought through this question have not been through a real incident at enterprise scale.

Scale proof: what to ask

Ask a direct question: "What is the highest user count app you have shipped and actively maintained over more than 12 months?" Then ask for the crash rate they maintained at that scale.

A vendor with genuine enterprise scale experience will answer both questions with specific numbers. A vendor without it will redirect to client names or launch dates. The redirect is the answer.

Why 500,000 users is the threshold: below that number, many architectural shortcuts that create risk at scale are invisible. Push notification delivery at 50,000 users looks fine. At two million users, the same architecture creates notification storms that crash the app at peak load. Database queries that return in 200ms at 100,000 users return in four seconds at five million. The failure modes only appear at scale.

The second question — crash rate — matters because it measures what happens after launch, not at launch. Any vendor can ship a working app for a launch event. Maintaining 99% crash-free sessions across every subsequent release, through feature additions, platform updates, and team changes, is the actual enterprise delivery challenge.

Vendors that have never shipped above 500,000 users are not disqualified. But they should be priced accordingly, scoped conservatively, and evaluated with the understanding that they will encounter problems they have not solved before.

Delivery cadence: the number that tells you everything

Ask the vendor one specific question: "During a typical active engagement, how often do you ship working software to a test environment?" The answer is a number. A good answer is seven days. Any answer longer than that is a problem.

Weekly delivery cadence is not a preference — it is the mechanism that keeps enterprise mobile engagements on track. When a vendor ships weekly, you see progress every week. You catch misaligned assumptions in the first week of a feature, not at the end of the third. You know whether the timeline is holding before you are four weeks behind.

When the cadence slips, problems compound silently. A feature that was misunderstood sits in development for three weeks before review reveals the gap. By the time you know the feature is wrong, you have paid for three weeks of work that will need to be redone. The delivery rhythm is the accountability mechanism.

The engagement cost range — $15,000 to $45,000 per month depending on team shape — means that a two-week delay costs you $7,500 to $22,500 in budget before anyone has identified the underlying problem. Weekly shipping cadence is the practice that prevents that loss from being invisible.

Ask specifically about test environment delivery, not production releases. Production release schedules are controlled by the client's approval process and vary. Test environment delivery cadence is controlled entirely by the vendor. That is the number that tells you how the vendor actually works.

The follow-up question: "Show me a recent engagement where you maintained weekly delivery for six-plus months." A vendor with genuine delivery consistency will show you the record. A vendor who struggles to name one has not sustained it.

What happens when something goes wrong

Every enterprise mobile engagement will have an incident. An update breaks a payment flow. A platform change takes down a core feature. A third-party integration fails and users cannot log in. The question is not whether it will happen — it is whether your vendor has a process that limits the damage and keeps you informed.

Ask this directly in the evaluation: "Walk me through the last incident you had in a live app. What broke, who called whom, and how long did it take to ship a fix?" A vendor with genuine enterprise experience has this story ready. They can tell you the incident type, the communication flow, the fix timeline, and what they changed afterward. A vendor that has not been through a real incident at scale cannot tell you that story with any specificity.

The minimum bar for enterprise incident response has four components:

A named person on the vendor side who the client calls. Not a support email. A person with a phone number who knows the app and has authority to act.

A defined target time to identify and communicate the issue — before a fix is ready, not after. Enterprise clients need to know what happened and when it will be resolved. Silence during an incident is as damaging as the incident itself.

A documented fix timeline based on severity. A crash affecting all users requires same-day response. A feature degradation affecting a subset of users can be triaged within 24 hours. The vendor should have a severity matrix and be able to tell you what the fix timeline target is for each level.

A post-incident review that prevents recurrence. If the vendor's incident response ends with the fix, they will have the same incident again. The review that identifies the root cause and changes the process is what separates vendors that get better from vendors that cycle through the same problems.

Use this framework to compare vendors directly. Each criterion has a minimum bar for enterprise-scale work and a higher bar for the vendor you want managing an app above one million users.

If your app has above 500,000 users, the minimum bar on scale proof is disqualifying. Only consider vendors that clear the enterprise bar.

If your app handles payments or patient data, compliance readiness at the enterprise bar is non-negotiable. A vendor that treats compliance as a discovery exercise will add six to ten weeks to your timeline at a point in the project when delay is most expensive.

The evaluation framework is not the engagement. It is the filter that gets you to a vendor worth running the engagement with. The vendor that clears every enterprise bar has done this before. Every one that cannot is asking you to pay while they figure it out.
